It appears he entered a "lunatic asylum" in Hampshire as a pauper on 8 April 1879 and died there 21 October 1895. This would undoubtedly be the same William who died in the Registration District of Fareham, Hampshire in Q4, 1895 at age 39. This would also possibly explain William's absence from the 1881 and 1891 censuses.
